Abstract

The overall objective of the research was to analyze the factors of sustainable development in
procurement practice implementation in Nyeri Town Sub County of Nyeri County, Kenya. This
overall objective was guided by three specific objectives formulated as: evaluating the influence
of information and communication systems on effective procurement practices implementation
in Nyeri Town Sub-County, interrogating the influence of economic levels on effective
procurement practices implementation in Nyeri Town Sub-County and Nyeri County and
investigating the influence of education levels on effective procurement practices
implementation in Nyeri Town Sub-County. The Institutional Theory served as the foundation of
the study. The target population of research consisted of key stakeholders involved in
procurement and community development within Nyeri Town Sub-County, Nyeri County and
which comprised of individuals from County government departments involved in procurement,
procurement entrepreneurs, local leaders (including chiefs and ward administrators) and
members of the general public/business community who are directly or indirectly affected by
procurement practices. A target sample of 60 individuals, selected from a population of 200
using a stratified sampling technique was used in the research. Data was collected via a
structured questionnaire and analyzed, using descriptive statistics, with the support of the SPSS
and MS Excel software. Findings from the first objective of research indicated that about two-
thirds (67%) of the sample of 60 used a centralized digital system for managing procurement. It
was also determined that two of the areas where communication and information systems play a
significant positive role in effective procurement practices implementation and sustainability,
were digital platforms in effectively facilitating sustainability-related communication with
suppliers and internal communication channels in ensuring staff are informed about
sustainability policies and goals. From the second objective of the study, it was determined that
80% of the organizations had a specific budget allocation for sustainable procurement initiatives.
In general, organizations’ incomes did not comfortably support sustainable procurement
practices. The research findings also indicated that the procurement business contributes to local
job creation and that transport and logistics infrastructure available in Nyeri Town Sub County
was not adequate to support supply chain in procurement. From the findings of the third
objective of the research there was a clear indication that education contributes positively to
effective procurement implementation practices. Among the recommendations from the research
are that all organizations should also endeavor to implement and use a centralized digital system
for managing procurement, so as to achieve efficiency and cut down on any likely corrupt
practices, a need for upgrading transport and logistics infrastructure available in Nyeri Town Sub
County to support supply chain.
