This study examined gender considerations in development initiatives in Naikarra Ward, Narok
County, Kenya. The research explored the influence of gender-inclusive policies on women's
socio-economic empowerment, identified barriers to gender equality, and evaluated strategies to
enhance gender responsiveness in future development planning. A mixed-methods approach was
employed, involving quantitative data from 192 respondents (62.5% female and 37.5% male) and
qualitative interviews with key community stakeholders. Findings indicated that while 58.3% of
respondents expressed satisfaction with gender-inclusive planning, satisfaction dropped to 49.5%
regarding community participation and to 52.1% concerning leadership commitment. Access to
education (30.2% satisfaction), healthcare (31.8%), and representation in decision-making
(30.7%) had moderately improved. However, only 29.7% of participants were satisfied with
available economic opportunities for women, and 28.1% expressed satisfaction with support
services like legal aid and psychosocial care. Structural barriers such as infrastructure challenges
(33.3%) and restrictive cultural norms (32.3%) were cited as key impediments to gender equity.
The study concluded that while gender considerations are increasingly acknowledged in
development planning, implementation gaps persist due to entrenched patriarchal systems, limited
resources, and insufficient grassroots participation. The research highlighted the need for
transformative, participatory, and community-led strategies to bridge the gap between policy and
practice and advance gender equality in rural development.
